New document

Create a new canvas of 400x400 with a transparent background

Import A Picture

Import your picture of your dream girl, my girl is:

Duplicate & Apply Filter-gausian blur

Now, duplicate the layer, and to your new layer do a filter>blur>gausian blur> 1.5 and then set your layer mode to overlay.

Edit Levels

click on the duplicate layer of your dream girl, and press ctrl+l to get the levels edit and so something like this, so that she becomes even more vibrant:

You should have something like this, you should also see how its becoming "dreamy"

Using Brush Tool

Now take your brush tool, and with brush like so:

select white as your colour and create a new layer and draw around the edges of your canvas, so that there is no edges that are touching your dream girl.

Apply Filter-gausian blur

Now make press ctrl+f (which should repeat your gausian blur, if it doesnt undo and put a guasian blur on it).

You should experiment with this a little with rough zig zags of your white border so that it is not a box, and has a more cloudy feeling.
I have:

Create New Layer

Now create a layer inbetween your duplicated layer and the original.

Now, you'll need a picture of clouds, I have provided on here.

Import the picture

Open this picture in phtosohp, and then cut and paste into the new layer you have created (layer 4 in my screenshot)

Change Mode

Press ctrl+shift+u and it should desaturate your clouds (make it greyscale) and then set the layer mode to screen

Editing Image

Press ctrl+l to bring up the leves again, and drag the arrow to the left to the middle, this willl increase the black in the image, do so until you can see the clouds on the images like so:

Duplicate The layer

Now duplicate your clouds layer, as well as play with the levels and the rotation/size to make all the edges a little more cloudy, I got this:

Apply Filter-Render

Now take a render like this one, and put it in a layer that is underneth your clouds layer.
*NOTE, it can be any render, or stock photo, this is just supposed to give some detail*

Change Mode

Press ctrl+u to make it greyscale, and the layer mode to overlay.

Editing Image

Now move it around so that there are some lines on her face, and it looks good:

There isnt much else you can do but play with the level of the original or the duplicate layer of your dream girl, but i hope you can use your skills to great something like this:
