Like anything else the more money you put into the adwords the better it is for your business, but that means small businesses who need the traffic really bad will get left out. Advertising is a very tricky thing and the best way to get traffic is word of mouth. I get most of my traffic not because my site is number one on google (which it's not) but from people talking about my site and adding links on forums and other websites. So far i have had only compliments on the implemetation of the ads. The image ads are no good, those you can do without but text ads are more acceptable by most users.
