The admin setup different leagues and have users vote on each matchup. There is a time limit so the players with the most votes automatically move on to the next round. The next round takes the users with the most votes and match them with players with less votes to guarantee that the two finalist will be the most popular.
Users that vote will get points if they are correct in each matchup and they can then be awarded prizes for getting the most points in a round or through the entire competition.

Everything up to the final matchup would be automated so admin can sit back and focus on prizes or other things.
