I finally figured out the settings in order for the attachment mod to work. I even went back to that "other site" and posted in hopes to help others. (I pm'd the owner a few days ago and no response to that either) but I did the right thing by posting regardless.... Anyway, here's what I did on the settings...

First, make sure your phpBB is up to date, 2.0.19 (I have the file if anyone needs it) and then set your settings like this:

Upload Directory - files

Attachment Posting Icon - images/icon_clip.gif

Attachment Topic Icon - images/icon_clip.gif

Attachment Display Order - Descending

Filesize - 2 MB (YOU decide/setup in quota limits)

Attachment Quota - 50 MB (YOU decide/setup in quota limits)

Max Filesize in PM Folder - 10 MB (YOU decide/setup in quota limits)

Default Quota Limit - Medium upload quota
No quota limit PM Quota

Maximum Number of Attachments - your choice (I put 3)

Max number of Attachments in PM - your choice (I put 3)

Disable Attachment Mod - NO

Allow Attachments in Private Messages - YES

Do you want to display Attachments - YES

Show new Attachment Posting Control Panel - YES

Enable FTP Upload - NO (sounds crazy, but this is correct)

FTP Upload Server - here was my problem. Leave this area blank

FTP Path to your upload directory - /public_html/files

Download Link to FTP Path - http://www.yoursite.com/files

Enable FTP Passive Mode - YES

Your FTP Username - self explanatory (server info)
Your FTP Password - self explanatory (server info)

Now some of the settings you can play around with, but my problem was that everytime I entered info into the FTP Upload Server space (as the instructions said to do), I got a server timeout. Now all is working.
